Joseph Frank, a single tailor (Schneider), settled in the Volga German colony of Franzosen on 26 August 1766. He is recorded there on the 1767 census in Household No. 58 along with a note that he was living in Saratov.
The 1767 census records that Joseph Frank came from the village of Liège in Likaland [perhaps a botched version of Luik, which is the Dutch name for Liège in Belgium?].
