Claude Röcker was born in approximately 1784 in the French town of Sens.
He served as a soldier in the 32nd Infantry Regiment of Napoleon's Army. He fought against the Russians and was captured.
In 1814, he was settled in the Volga German colony of Rohleder.
Milovidov records that as of 1814 his father, two brothers, and a sister were still living in Sens.
He is recorded on the 1834 census of Rohleder in Household No. 31.
He is recorded on the 1850 census of Rohleder in Household No. 49 along with a note that he died in 1845.

Some translations have given this surname alternate spellings: Rockar and Rockel among them.
