Otto Neff, a farmer, and his family arrived from Lübeck at the port of Oranienbaum on 3 June 1766 aboard the galliot Adler under the command of Skipper Paul Adolph Drath.

Otto and his wife died after arrival in Russia and the two surviving sons settled in the Volga German colony of Dinkel on 12 July 1767 and are recorded there on the 1767 census in Household No. 28.

The 1767 census records that son Heinrich Neff came from the German village of Eichelwir [believed to be Achterwehr] in the Holstein region.
