Heinrich Neff, a farmer, and his wife Maria Eva settled in the Volga German colony of Rohleder on 14 June 1766. They are recorded there on the 1767 census in Household No. 28.

The 1767 census records that Heinrich Neff came from the German village of Mannheim in the Kurpfalz region.
