Andreas Billinger, a farmer, and his wife Anna Maria settled in the Volga German colony of Herzog on 14 July 1766 and are recorded there on the 1767 census in Household No. 12.

In 1786, Andreas Billinger and his family moved from Herzog to Franzosen.

The 1767 census records that Andreas Billinger came from the German village of Straubling in Bayern (Bavaria) and that his wife came from the region of Regensburg.
